Ryan: federal government should be 2.5% of GDP, I'm going to cut taxes and reduce costs but not military and not medicare and not social security and I'm not going to tell you what programs should be cut because that would put on display just how badly I"m going to gut every federally funded safety net and regulatory program there is.

Military alone traditionally has been 3% of GDP IIRC, at least for 30-40 years.
