Ryan - I am going to turn Medicare into a voucher system and let competition work. Obama doesn't want to change anything. I figure I can get Medicare costs down by 0.5% of GDP.

Obama - I am going to find out how to have Medicare pay only for quality and not for extras. Ryan is going to take away your Medicare. I figure I can get Medicare costs down by 0.5% of GDP.
