It's called teh broken-windows theory. Its a good idea to clean up the city and make it look nice

The idea is that if I walk by and see the window is broken, it makes me think that I can get away with it or no one here even cares enough to fix it, thus making it more likley to commit a crime.- - - - - - - - - - - - - - - - - - - -
