go back into the respective general funds, and not into the law enforcement budgets. Or, even specifically require that they do NOT filter through the general fund and back into law enforcement in any way.
It's not clear to me that there's any correlation at all between how well law enforcement is doing their job and how many tickets they write, so it's a terrible motivator. If everyone was driving safely, there'd be no tickets to write, but they're actually financially motivated to steer clear of that situation.----------
