I haven't been following California politics much the last few years, and your post above seems spot on, but this claim is a little disingenuous.

Not always realistic (or even wise) to cut spending everywhere, so clamping down on the revenue side guarantees a problem.

Similar to what's been going on Federally, except that California doesn't have the wiggle room, outside of the accounting tricks you mentioned.
