makes exactly the sort of blunder that "perfectly rational" people do not make - which is the underlying assumption of the free market - one might expect that Congress would change paths.

Will anyone be persuaded that yes, more regulation of the securities industry is called for, especially for the banks?

I understand that there is such a thing as over-regulation and bad regulations. For the banking and securities industries, we are not at that point.
