using power plants as an example, some newer coal plants are quite efficient (even if I would rather not build them in the first place).

And natural gas plants are very efficient.

But old coal and oil plants probably need to be retired altogether.

Why would you advocate a solution whereby the old plants somehow reduce output by 50% but stay open and the newer plants have to reduce output by 50% when they already have most of the expensive tech already added to them.

So then you take what was a simple reg and it gets bigger. OK, we are moving to a minimum CO2 per KWH measure and then the regs get bigger.

In the end the question is, your tools are command and control and market - or both. And while command and control SEEMS simpler, there is a reason that when the Republican think tanks came up with cap and trade, the liberal think tanks did not immediately oppose it and have in fact adopted it as a regulation tool.
