No, he actually is running on his record.

Go to his campaign website, and the first thing you see is a plea for money, of course.
Then you see requests to sign up voters, or become an "Obama Organizing Fellow."

But right below that, it's "Obama's Record in Brief", with such items as Repealing Don't Ask, Don't Tell, Putting Americans Back to Work, Making College More Affordable, Ending the War in Iraq, Reforming Wall Street.

You can scoff at those accomplishments if you wish, but he is running on his record, and to date has been far less negative than his likely Republican opponent (who of course had primaries...)

Btw, this site is just one example, and correlates with what I've read and heard elsewhere, about the Obama campaign so far.
