there is nothing to transition to and remain even a second-rate nation. It's pie-in-the-sky.

Come up with the technology to completely replace what we have without missing a beat, THEN you could slowly implement it.

Unless you do that you will never get cooperation from the entire world. And if you don't get that cooperation, there's no point.
