Sometimes they find themselves in situations that are hard to get out of (ie man impregnates woman then leaves). Sometimes they are unlucky. Sometimes they are lazy. Any number of reasons.

As usual though, the author exposes himself as a liberal and, I'm guessing, not religious. Either too stupid to understand the other side of the aisle, or does, and is just slamming them because his audience is liberals. Gotta throw 'em some red meat (or maybe tofu) every now and them to keep 'em comin' back.

The whole idea is to create opportunities for people so that they don't stay permanently dependent on the government.
