There would be backlash from the locals.

If Guillen managed anywhere else besides Miami, you'd just see a statement from management that distanced itself from those comments like:

"The views expressed by Ozzie Guillen do not necessarily reflect those of the <insert name of MLB club not in Miami>."

And there probably wouldn't be a suspension. Guillen is saying that stuff while working in a city where the fanbase pretty much hates Castro. It's a political move by the Marlins to appease the fanbase.
