nominal value of 'insurance policies'/(GDP as total factor) income is a plausible (if not mathematically deducible)figure, Imo.

here, plausibility > exactitude.

Also, in terms of *regulation/transparency/insider-in-circle abuse* the total volume (and not some net value) is the primary figure of interest.
