First of all, the memo was from "early last year."

Second, it says that Iran is not "actively trying to build a nuclear bomb." In other words, the project to actually construct the bomb is not in progress at this moment. That in no way implies that Iran is not pursuing nuclear weapons.

Everyone knows that Iran is pursuing nuclear weapons.
