Either there is some progress, or both sides dig in their heels. If it really is both sides, then Obama can start calling out his own side too. That would play well.

He can do a prime time address to the nation. He can use his weekly radio address. He can do a barnstorming tour.

What he needs to do is show that his administration is doing everything it can to solve an important problem. If he is effective at showing that, he can chip away at those who are opposed to everything. He needs to take the gloves off.
