Just because it's radioactive doesn't mean shit. The only "smoking gun" is when they find chemical or biological weapons loaded on shells. That is the ONLY way they can conclusively claim anything. As for mobile labs.. there are labs all over America, every university, hospital, research center, and so on. And most of those labs have large amounts of radioactive material. Does that mean anything? No. Does that mean the University of this and that is developing nuclear weapons? No.
