I think you are demonizing Reagan, rewarding Bush Sr for not being as bad as you thought he was and meeting extremely modest expectations, penalizing Clinton for not being as great as you wanted him to be, and rewarding Bush Jr for what I don't know.
Are his accomplishments using basically unilateral and unauthorized force? Like LBJ, he had unified congressional and global support before he even opened his mouth. Like LBJ, he is squandering that after initial unopposed success.
Clinton erased the deficit, lowered crime, made education more accessible, reduced welfare, built international coalitions and fought for civil rights.
He was not a perfect man, but he was hard to kill and more worthy of credit than you find him, IMO.
