Clinton got pretty stymied on several appointments pertaining to women and/or minorities.

Janet Reno was the third woman he appointed to become AG, after Zoe Baird and Kimba Wood. Lani Guinier as Assistant AG and Henry Foster as Surgeon General got spanked, too.

None of these people had done anything along the lines of Clarence Thomas - who ultimately confirmed as a Supreme Court justice.
