knows what Smith is capable of, knows the schemes, and thus has a good idea of how much the team success has been Smith vs a byproduct of their system.

Harbaugh has been looking to replace Smith since he took over, just didn't have a better option until now.

He has hitched his wagon to Kap, for better or worse
